Sometimes it seems to just irritate them. Giving someone a smile is not always a kindness. If a person has the skill of accurate empathy, i.e. can read people, he or she would be able to discern whether a smile would be helpful.
I think you are right. Scrooge did not want a smile or a "Merry Christmas". He is said to have said, "Bah humbug!" I don't think this is any reason, though, for people not to share their bliss. Bliss is meant to be shared even if it falls on deaf ears or barren ground.
